President Obama recently introduced a mortgage refinance plan in an attempt to shake things loose in a housing market showing signs of recovery. But as is typical with politics these days, the only thing he shook up was rhetoric and posturing.

So can it become law? Should it? Are any of the proposals worth giving a chance, or are the problems too deep, cumbersome and volatile?

According to a White House press release, some of the plan?s key proposals include:

Broad-based refinancing to help responsible borrowers: The plan would provide borrowers who are current on their payments with an opportunity to refinance, cut through the red tape and perhaps save up to $3,000 a year. Sometimes homeowners with good credit and clean payment histories have reported being rejected because their mortgages are underwater.

Homeowner Bill of Rights: This would be a single set of standards to make sure borrowers and lenders play by the same rules, including access to a simple mortgage disclosure form, full disclosure of fees and penalties, guidelines to prevent conflicts of interest and protection for families against inappropriate foreclosure.

Investigating mortgage origination and servicing abuses: This would provide new resources to investigate misconduct that contributed to the financial crisis.

Rehabilitating neighborhoods and reducing foreclosures: Among other things, this would increase incentives for modifications that help borrowers rebuild equity.

Department of Housing and Urban Development Secretary Shaun Donovan said the bill would essentially shift the decision-making to homeowner when it comes to refinancing: ?The bank will have no ability to say no to homeowners if we get this bill passed and get this program established.?

Rep. Spencer Bachus, R-Ala., chairman of the House Financial Services Committee claims the program would unnecessarily shift risk to the Federal Housing Administration: ?This is not a serious plan to help the nation?s housing market. President Obama is proposing to get out of the hole we?re in by digging deeper.?

Sen. Jack Reed, D-R.I., said anything to help the foreclosure situation is a good move:
?Instead of letting these homes sit vacant and drag down neighboring property values, lets give families the chance to move in, pay rent and be good neighbors.?

Mortgage Bankers Association CEO David Stevens would like to have a single set of standard for lenders because it would ?help provide confidence and certainty in the real estate market for borrowers, lenders and servicers alike.?

Former FHA commissioner Brian Montgomery said the plan ?appears to be the right and proper thing to do. However it remains to be seen the level of participation and ultimately what cost, if any, to the taxpayers, most of which have grown weary of the nagging housing crisis.?

HUMBLE, Texas (AP) ? Louis Oosthuizen played 32 holes Friday and was ready to start his third round at the Houston Open if organizers would've allowed it.

Oosthuizen is 11 under par through two rounds of the rain-delayed event and shares the lead with Brian Davis. The second round was suspended due to darkness at 7:36 p.m. Friday with 70 players still on the course.

Houston resident Jeff Maggert was at 10 under, but he had eight holes left to play in his second round. Defending champion Phil Mickelson (70), J.B. Holmes (67), Tommy Gainey (67), and Greg Owen (69) finished their second rounds and were two shots behind the leaders at 9 under.

Three-time major champion Ernie Els, who must win to qualify for next week's Masters, was in the group at 5 under after a second-round 69.

A thunderstorm dumped 1 1/4 inches of rain Thursday, causing the backup. The players enjoyed sunny and calm conditions Friday, but the fairways were damp, and players were permitted to lift, clean and place.

Oosthuizen took full advantage of the placid conditions, finishing a first-round 67 in the morning, and then carding six birdies in his afternoon round. He still had plenty of energy at the end of the long day.

"If you play well, to keep the momentum going is great," Oosthuizen said. "Just grab lunch and go on. I would have loved to tee off my third round now."

Oosthuizen, the 2010 British Open champion, has been tinkering with his swing and gone back to the driver he used when he won at St. Andrews.

The 29-year-old South African hit 11 of 14 fairways off the tee in his second round on his way to a 66.

"I hit it well at the Open in 2010, and I feel like I'm very close to hitting it like I did there," Oosthuizen said. "Swing-wise, I feel confident."

Davis also played a total of 32 holes on Friday, finishing a first-round 68 and then making seven birdies on his way to his best score of the year.

The 37-year-old Englishman took a hard look at his life late last year after his father, Robert, died of cancer. He changed caddies, hired a sports psychologist and retooled his swing.

"Probably the highlight of the offseason and to this season was taking a look at everything I did on and off the golf course," Davis said. "I think I'm more prepared going forward now this year."

Davis felt recharged at the start of the season, but missed the cut in three of his first four starts. He finally saw signs of improvement when he tied for 47th at the Honda Classic, then tied for 63rd in Puerto Rico the following week.

"It's one of them things, you've got to stay the course and keep at it," Davis said.

Mickelson finished a 65 on Friday morning and started his second round on No. 10 about an hour later. His afternoon round stalled after he birdied 13 and 15, the two par 5s on the back nine. He hit his tee shot over the green on the par-3 16th and bogeyed, then parred the next five holes.

"I played pretty well the second round, but I didn't get the score that I had hoped," Mickelson said. "I've got to light it up this weekend."

Mickelson played with Fred Couples, who won on the Champions Tour last week. Couples, who played at the University of Houston and has made 18 consecutive cuts at the event, is 4 under through two rounds.

Couples moved within two shots of the lead, but dropped back when he dunked his tee shot in the water on the 488-yard, par-4 18th hole and took a double bogey. The 52-year-old Couples shot a 73 in the afternoon.

The Houston Open became the run-up event to the Masters in 2007. Despite the delay, tournament director Steve Timms is hoping to finish the tournament by 5 p.m. Sunday to accommodate not only television, but also the players heading to Augusta.

Tom Vander Ark: Getting Ready for Online Assessment

Online assessment are at the heart of the promise of digital learning. Online assessments provide real time diagnostics that identify learning levels and gaps. Often embedded in learning experiences like games, online assessment provides instant feedback in reading, writing, math and other subjects. Online assessment will also improve test security -- no more eraser-Gate. Online assessment will power the future of customized learning -- the best chance we have to dramatically boost achievement levels.

Most states have started using some online assessments as part of their state testing program and they will finish the shift to fully online assessments in 2015. The two race to the top-funded state testing consortia -- SMARTER Balanced Assessment Consortium (SBAC) and the Partnership for Assessment of Readiness for College and Careers (PARCC) -- have both committed to using online assessment to make the next generation of state tests less expensive to administer with faster turnaround. Most importantly, developments in intelligent scoring have made it possible to include a significant amount of writing on these new tests as well as constructed response items and innovative performance tasks. The new tests will reflect the deeper learning aspirations of the Common Core State Standards.

In February, leading testing companies conducted a private demonstration showing very high levels of accuracy in scoring thousands of student essays (results will be made public on April 16). The Hewlett Foundation-funded Automated Student Assessment Prize (ASAP) has over 100 entrants; many are able to score essays with very high levels of accuracy and reliability. The $100,000 prize purse for the winners of the open competition will be awarded on May 9 in Washington, D.C..

The consortia have to this point remained silent about what kinds of devices their new test will run on. On one hand that implied flexibility but it is has also created some uncertainty -- many states and districts are anxious to get definitive answers so they can plan accordingly to develop high access environments.

The big question is whether the consortia will allow testing on tablets. Many schools are using tablets to create high access environments and for them using the tablets in state testing would seem like the natural solution. However, tablets as a testing option introduces lots of tough pedagogical, technological and psychometric (and eventually legal) questions. Consortia staff are aware of these issues and have plans for addressing them through research and field testing.

For me, writing is the big issue. I want to see American kids writing a lot in classrooms and on state tests. I still think of tablets as consumption devices and don't recommend them for high volume, high value production. So how would they work on state tests that require several essays? Where they are used, I suspect there will need to be several accommodations provided in tablet-centric districts including providing wireless keyboards for tablets, or providing access to laptops or computer labs for the writing component of the test. By 2015, touch screen writing may be better and widely used enough that this will be no big deal.

Comparability will be a challenge in a number of ways. What if some students have big screens and some have little screens? The ability to read a document and write a response side-by-side on one screen is highly desirable but hard to do on a tablet. What if some touch-enabled items were released and available to some kids but not others? If tablets are to be considered, the consortia will need to field-test all of these questions. It's probably most important that students be tested in the same or similar environment to their regular learning environment.

Over the next five to 10 years we need a better definition of comparability than 'the same instrument given on same day under the same conditions' -- a definition that allows multiple instruments and comparison of big data sets to inform the variety of jobs that we ask of tests. As I've said before, assessment will advance when it moves into the background.

But in the short run -- the next three years -- states and districts need to get ready for online assessment. One way or another I think the consortia will soon add some level of certainty around acceptable devices and there will be no excuse for not preparing to administer online assessments in 2015.

In January, PARCC and SBAC awarded a contract to Pearson to develop and administer, with the assistance of the State Educational Technology Directors Association (SETDA), a Technology Readiness Tool. SETDA director Doug Levin (who is all over this issue) recently provided a great overview of online assessment and the readiness survey. Bryan Bleil is leading the effort for Pearson. While it will require some upgrades and additions, most districts already have enough computers to administer online assessment in a couple shifts (i.e., at least one computer for every three students), but the 2015 timeline does provide a perfect timeline to also make the shift to digital instructional materials. Like Florida, states should set a data not later than 2015 and begin planning the shift to online assessment and personal digital learning.

Why we need better online copyright, an interview with Mark Bide ...

Mark Bide is the Executive Director of EDItEUR, the global trade standards organisation for the book and journal supply chains.

He is also a consultant with specialist media consultancy Rightscom and has recently been working with the European Publishers Council on the establishment of a project called the Linked Content Coalition.

He has worked in the publishing industry for over 40 years and he writes here in a purely personal capacity.

I am not sure I would want to identify a single ?biggest? challenge. It is facile to say ?the Internet? ? since evidently (see my answer to the next question) the existence of an increasingly ubiquitous global communication network creates both challenges and opportunities for traditional media companies. The challenges and the opportunities are the opposite sides of the same coin.

Instant, inexpensive and increasingly ubiquitous digital communication opens up many new business opportunities; but these are often easier for new entrants to exploit than for incumbents, simply because they are by their nature predatory on existing business models. An obvious example is classified advertising, which has disappeared as sites like Craig?s List have taken over. It is hardly surprising that it is difficult for incumbent businesses to accept that a new business model may be successful but at much lower margins than have traditionally been enjoyed.

A second major challenge is the tendency of the network to create natural monopolies, through ?network effects? ? the reality that each additional node in a network creates additional value for each existing node. This is simply true, and is well-exhibited by the increasing tendency for businesses of various kinds to create monopolies, each in its own sphere of operation. This has proved extremely difficult for the media to deal with as what are effective monopolistic channels to market have arisen with tremendous market power; what has perhaps proved more difficult to deal with has been the immense political power that their financial success has afforded to those same businesses.

It is prima facie unlikely that any business ever sets out to execute a strategy which states unequivocally: ?We will become the monopoly provider of (name your product or service).? Equally, no business which achieves an effective monopoly ever gives that position up lightly, particularly when it can argue that its monopoly benefits consumers (the argument of every monopoly business from the dawn of capitalism ? and quite probably true at some level).

The sheer size of these dominant players makes them formidable and difficult business partners with whom the media has to find an accommodation.

And this brings us to the final challenge ? the systematic destruction of copyright. The central tenets of copyright have been at the heart of (almost) all media business models for the last three centuries and more. Ultimately, the value of media products has never been in the package but in what it is packaged. And the protection of the value of ?content? (a word I deprecate, but for which I can find no satisfactory alternative) is dependent on copyright. It is all very well for others outside the creative industries to demand that the media find ?new business models? that do not depend on copyright, but the search for these has (so far at least) proved almost entirely fruitless, except for those businesses which are parasitic on content they don?t generate themselves.

For at least some of the giants of the internet, and for many other online businesses, other people?s copyright is a barrier to their business model (although other forms of intellectual property ? particularly patents ? are often fiercely defended). However, the argument that copyright is an outmoded concept because of the ease with which content can be copied and disseminated is politically seductive, not least because it fits with a public perception and with the preference for simple solutions to complex problems.

My somewhat unfashionable view is that governments and regulators have been bamboozled by technologists into believing that ?the Internet doesn?t work like that? and that attempts to bring the order of civil society to the internet are in some way old fashioned and will ?break the Internet?. What politician will want to be remembered as the person who broke the Internet? The failure properly to enforce the rule of law on the Internet ? and copyright is only one small facet of this ? is, I suggest, a major dereliction of the duty governments have to protect their citizens.

So, if must choose one, I will say that the greatest challenge to the media lies in finding a solution to the problem of the management of copyright on the Internet. This demands the more effective deployment of technology, but also it demands that there should be a stronger political will and commercial drive.

As I have already suggested, the opportunity lies in a distribution network which already connects you to one third of the world?s population ? an unprecedented opportunity for friction-free marketing and distribution.

A value chain is simply a way of modelling the processes by which raw material is converted into a product for which a consumer will pay. So, crudely, the traditional book publishing value chain could be characterised by the processes through which an author?s manuscript is edited, typeset, printed, distributed to a bookstore, and finally made available to a consumer to purchase; however, there are value adding activities which sit outside this ?supply chain? model, including those like selection of which books to publish, and creating demand through marketing and brand building (the latter usually of ?author brands?).

In the physical world, the different media have typically had markedly different value chains ? and indeed even in an industry like ?book publishing? it is easy to discern very different value chain models in different market segments: the value adding activities are often similar or the same, but their relative importance is often different.

Online, the same thing is true, but the similarities between the value chains of different media are much more easily discerned. This doesn?t mean they are the identical, but the activities that add value are congruent. This is what I mean when I talk about the ?information value chain?.

Why is it important? Because it helps to distinguish between activities that genuinely add value (i.e. those activities that a consumer will pay for) and those that simply add cost (activities that consumer?s won?t pay for!). Value chain theory tells us that the greatest ?economic rents? (that is money) can be earned from the value chain by those with control over the point of greatest scarcity. The lowest rents are earned where the value adding activity ? however valuable ? is commoditised (i.e. easily substituted).

This is where copyright comes in ? it provides the creator with the point of greatest scarcity, the ability to control all copying and distribution. The destruction of that point of scarcity moves the ability to make money elsewhere in the value chain ? and it is easy to see this happening.

Here I am going to cheat a bit. I am working not on creating a non-existent technology but on a project which has as its objective the implementation of technologies that already exist ? technologies that will allow the effective management of copyright on the Internet.

People often assume that I am talking about ?DRM? ? but I?m not. I am addressing the ?digital management of rights? or the ?management of digital rights.? This isn?t about the deployment of technical protection measures, but about the much more effective deployment of rights and licensing data.

Over the course of the next 10 years, the internet will undergo another transformation. This is often (although I suggest inaccurately) called ?Web 3.0? (inaccurately because I am not convinced that it really has much to do with ?the Web?). In the same way that the Internet over the last 20 years has become the infrastructure for communication to people, over the next 10 it will become the infrastructure by which machines talk to machine. We don?t need to invent anything for this to happen, but we do need to deploy technologies effectively to make it work ? and primarily we need to get our data in order. Developing the necessarily information infrastructure for rights management online is the challenge that is being addressed by the ?Linked Content Coalition? (www.linkedcontentcoalition.org) which I have been helping to set up.

Technologies cannot never be ?un-invented;? there are days, though, when I wish email would simply go away?..

I am not sure I know exactly how to answer this question. BBC News is my ?home site? and I would regret having to do without that, exactly as I would find it difficult to give up BBC Radio 4, which is my other primary source of ?live? news. I read The Times (of London) most days. I read a lot of books (both physical printed books and on my Kindle). And I listen to a lot of music (on CD, iPod and sometimes Spotify).

If I could keep only one of these, it would be books.

A plan to save Europe's threatened butterflies

Many of Europe's butterflies are in trouble, according to a new report, but a team of scientists is offering hope for the beleaguered insects. The team has outlined some key strategies ? some of them surprising ? for saving the continent's butterflies.

In the last 15 years alone, the numbers of 17 key European butterfly species have declined by 70 percent, according to a statement from researchers with the group Butterfly Conservation Europe.

Up to 10 percent of the butterfly species are now threatened with extinction.

Across the Atlantic, in North America, monarch butterfly numbers have also suffered.

In Europe, habitat destruction is fueling the steep losses, and the group has outlined some key "do's and don'ts" for preserving the grasslands that butterflies require to breed and feed. Their paper is published in the journal Nature Conservation.

Oddly, it appears that the decline of agriculture in Europe is bad for the butterflies.

The authors of the report say that maintaining working farms is an important activity that keeps woody shrubs from taking over the grassy meadows where butterflies typically live.

In addition, the authors say that grazing animals also help preserve key butterfly habitat.

However, they say that too much agriculture ? cutting too much grass for hay, letting animals overgraze a pasture ? can kill off the insects.

The group also recommends keeping a diverse mosaic of plants alive in key grassland areas, since different species rely on different plants, and employ a wide variety of strategies to survive.

In fact, one threatened butterfly relies on ants to stay alive, and as the ants are disappearing, so are their larger insect dependants.

Phengaris nausithous, the dusky large blue butterfly, spends the majority of its caterpillar stage holed up underground in the nests of red ants.

For this odd species, "meadows need to be cut every one to three years, or lightly grazed, leaving some patches of taller vegetation which supports the ants' nests. Intensive cutting or heavy grazing can eliminate populations," the authors wrote.

"Managing habitats in the correct way is the single most important issue affecting the survival of European butterflies," lead author Chris van Swaay, of Dutch Butterfly Conservation, said in a statement.

"We hope the advice will be taken up urgently across Europe to help save these beautiful species from extinction."

PHOENIX (AP) ? Once upon a time, Billy Donovan took Rick Pitino on an improbable ride to the Final Four.

Twenty-five years later, Pitino is heading back after another unbelievable run ? one capped with an amazing late-game rally that left his old protege wondering what the heck happened.

Freshman forward Chane Behanan made the go-ahead basket with 1:06 left Saturday and Pitino's fourth-seeded Louisville Cardinals outscored Florida by 15 points over the final 10 minutes for a 72-68 victory in the West Regional final.

And all Pitino could think afterward was, "Hate to do that to ya, kid."

"Tonight, it was very difficult because of the way the game ended, because they outplayed us for 32 minutes," Pitino said. "And it really hurt inside. As much as I felt like celebrating, it really hurt because he did such a masterful job of coaching."

Russ Smith, who finished with 19 points, followed Behanan's bucket with a pair of free throws and then Florida freshman Bradley Beal and teammate Kenny Boynton each missed chances to tie in the final seconds.

Louisville made one more free throw to seal the game and reach its ninth Final Four, the second under Pitino, despite playing the final 3:58 without point guard Peyton Siva, who fouled out.

Seventh-seeded Florida (26-11) went out in the regional final for the second straight year, with Donovan falling to 0-7 lifetime against the man who coached him on that Final Four team at Providence in 1987, hired him as an assistant at Kentucky a few years later and felt as proud as a papa when he watched Donovan win his two national titles in 2006 and 2007.

"I said this earlier, for myself, I don't think any of us like losing," Donovan said. "But if someone said to me, 'You have to lose a game, who would it be to?' I would say him."

Louisville will take an eight-game winning streak on its trip New Orleans. Awaiting is a possible matchup with Pitino's old school, Kentucky, which will have to get by Baylor on Sunday to set up a grudge match to end them all.

"We think they're excellent. We think they're great. I coached there. It's great. Great tradition," Pitino said. "But we want to be Louisville. We have a different mission. They have a different mission. But we both want to get to a Final Four and win a championship."

This game had a much more warm-and-fuzzy story line than that possible Bluegrass State matchup ? a meeting between two men who say theirs is more of a father-son relationship than anything else.

But make no mistake. This was no heartwarmer.

Donovan got under Pitino's skin early in the second half during a timeout when he worked over the officials, who promptly called a foul against the Cardinals (30-9) when play resumed.

"He called that," Pitino shouted to the ref. "Why don't you just give him a whistle?"

Pitino couldn't get a break for a while after that and when Siva picked up his fourth foul, the coach stomped onto the court and got hit with a technical. Erving Walker made four straight free throws and the Gators led by 11, setting the stage for what could've been Donovan's fourth trip to the Final Four.

But the team that went 8 for 11 from 3-point range in the first half went cold ? really cold ? not hitting any of nine attempts from beyond the arc in the second.

The Gators missed six shots and committed one turnover over the last 2:30. They didn't score after Boynton's layup gave them a 68-66 lead with 2:39 left. They finished with 14 turnovers to six for Louisville ? probably the difference in a game in which they still outshot Louisville 50 percent to 45.

"What happens is, you can't lose confidence," Pitino said. "I kept telling our guys we're going to the Final Four. Win the Big East tournament, we're going to the Final Four. And they did."

They did it with a team pretty much void of stars.

But the game's best freshman on this day wasn't Beal, but rather Behanan, who was far less heralded than the Florida star coming out of high school, but outplayed him down the stretch when the trip to New Orleans was on the line.

The freshman from Cincinnati scored 13 of his 17 points in the second half, including nine over the last 8:02 and Louisville's last two field goals ? both after Siva had fouled out with nine points and eight assists.

Beal, meanwhile, matched Erik Murphy with a team-high 14 points and controlled this game for the first 37 minutes.

But over the last 3, he tried twice to take the ball to the hoop, only to get denied by 6-foot-10 center Gorgui Dieng. Beal missed the desperation 3 in the waning seconds and also got called for traveling after stealing a wild pass from Smith while Louisville was nursing a one-point lead with 18 seconds left.

The Gators came into the tournament losing four of five but won their first two games in the NCAAs by an average of 30. They looked as though they'd be playing in the Superdome next weekend, but then they fell apart.

"It was a tough journey for us. I think we stuck with it and we played together as a team," Beal said. "We got this far. I'm real proud of our guys. It's just unfortunate we ended up losing today."

In the first half, Donovan looked like the better coach, though anyone would look good when his team is shooting that way. The Gators went 8 for 11 from 3, 6 for 10 from inside the arc and constantly harassed Louisville en route to a 41-33 lead.

But Pitino didn't become the first coach to take three programs to the Final Four for nothing. He scrapped the zone defense, had his players get up in the face of the Gators and it worked ? though the Cardinals paid the price in foul trouble.

Behanan and Kyle Kuric each finished the game with four fouls. When Siva got his fourth and Pitino got his 'T,' the coach tried to settle things down, stepping up to Siva and saying, "It was a foul. Stop saying it wasn't."

Whether he believed it or not, who knows?

As for whether he thought a comeback was possible, especially playing the final 4 minutes without Siva on the floor? Well, Pitino did say in the lead-up to this game that the 1987 trip to the Final Four made him believe anything's possible.

This is his first trip back since 2005, when Louisville also played a clunker of a first half against West Virginia ? but rallied for an improbable win.

This one had a different feel at the end, because this one was between family.

The coaches shared a quick hug at center court after the final buzzer.

"I said, 'Billy, I feel bad. I feel terrible, man,'" Pitino said. "He said, 'Are you kidding me, Coach? I am so happy for you.' That just doesn't happen in this world."
