We?re with Windows, and we?re here to help: The anatomy of a scam

On its face, it was totally unbelievable. After all, when was the last time you recall any tech support pro-actively contacting you to solve a problem?

?Hello, sir. I am calling from Windows support.?

So began the call at 3:36pm PDT on June 12. It was as if an automated phone tree at a software company had decided to atone for its sins and reach out. And I do mean automated. The patter, though delivered by apparently real humans with apparently authentic Indian accents, was remarkably rote.

?I?m calling on behalf of Microsoft?s Certified Technician Team,? said 8:53am July 3. So did 11:46am the same day. But 8:58pm May 15 called from ?the technical services department of Windows.? And the first one, six weeks earlier at 6:02pm May 14, declared, ?I am with the Windows Service Center, and I am calling about your computer.?

And boy, were they calling from exotic locations: ?V5152358030054,? ?6752 6752? and just simply ?6752,? or so blurted my confused Caller ID screen. I thought I knew all the new area codes.

Then began the support. ?You are getting errors on your computer and I?m calling to help.? What errors?, I?d often ask. ?I won?t know until you go to our website and download our diagnostic tool.? Download. Unknown. Software. Sure.

While the patter would vary from male to female to male caller, the pitch never did. You?re reading from a script, I?d challenge. ?No sir, I am not reading from a script,? 3:36pm June 12 protested. And then went right back to the script. But, like testing the limits of Siri (or, more appropriately here, Furby), it became mildly interesting to see what kind of answers I could elicit:

  • How did you know I was getting errors? ?We have a database of phone numbers of people who purchase computers.? (Those used to be called ?phone books.?)
  • How do you know I?m not using a Mac or an Atari 1040ST? ?We can check. Please click on your Start button.?
  • I can?t have a virus; I use the free and excellent Microsoft Security Essentials. ?Well sir, that is better than using nothing.?

Expecting answers that were better than nothing, I turned to the real Microsoft.

?In 2010, Microsoft began receiving reports of scammers making phone calls or sending emails to people,? replied a spokesperson for Microsoft?s Digital Crimes Unit. The goal was often to trick people into buying support services, downloading fake security software or allowing remote access to their PC for likely un-nice purposes. Microsoft has referred the cases to the Federal Trade Commission, which had its own investigation underway and presumably still does.

And yes, it?s no coincidence I?m getting a lot of these calls. A lot of people are. Almost paradoxically, the spokesperson noted, as more consumers learn from Microsoft and other tech firms that they should make their computers more secure, ?we have seen an increase in cybercrimes that use deception and social engineering to exploit people.?

That doesn?t stop some would-be victims from attempting to reverse-engineer the favor. Eric Dawes, a former broadcasting colleague in the Seattle area wrote on Facebook he?s been getting similar calls. He decided to play along, clicking as directed until he informed the scripted caller that he only had a choice of running ?Control Panel? or ?PHK-U.EXE.?

Others have been less kind, and a few have tripped into their own trap ? such as the anti-malware security researcher who, in trying to documents the details, had his computer?s files deleted by a vengeful scammer.

The sobering part is enough people must be scammed successfully, otherwise the trickle of calls wouldn?t have increased to a seeming flood over the past several years. This includes, recently, calls to the Puget Sound area (unless the scriptoids have only now realized Microsoft is actually based nearby). Average loss? A Microsoft study pegged it at $875, and that was two years ago.

The next time the phone rings, I?ll recall the advice from my father who, in a moment of cynicism about business, observed that, ?When someone approaches you, remember they always want something.? And in this case, I don?t think it?s my faux virus. Unless it?s infected my wallet.

The movie takes its cues from Standing in the Shadows of Motown, another act of pop-culture revisionism that tried to give musical credit where it was due.

Just about everything in this movie is right. And anybody who gives a rip about unsung heroines of popular music and giving credit when credit's overdue had better come up with a good excuse not to see it.

You may never hear the Rolling Stones's Gimme Shelter the same way again after hearing Jagger's and Clayton's separate accounts of the recording of the song.

The enthusiasm and love of music on display is just unavoidable. "20 Feet" may not get the whole story, but it gets some good ones.

Music documentarian Morgan Neville uses a mix of live interviews and archival footage to let the singers, and their music, tell their stories of vocal triumph and thwarted ambition.

You know all those doo-doo-doos and whoa-whoas-whoas you hear in pop hits? Without them, supplied by the likes of Darlene Love and Merry Clayton, you likely wouldn't be singing along to the songs you hear on your car radio.

It's important to finally put names and faces to the voices of these women because, without them, countless songs would sound horrible.

Neville's greatest strength is as a historian, able to sort through a wealth of details to find the pieces he needs to tell one clear, compelling story.

Salutes songs that wouldn't work without the back-ups and, in effect, turn us all into back-up singers.

Not the deepest documentary you're likely to come across this year -- in fact, it's not deep at all -- but it may well be the most enjoyable one.

The transcendent joy and agonizing heartbreak of making music - and trying to make it in music - have seldom been captured as vividly as in "20 Feet from Stardom."

If music has the power to connect, "Twenty Feet From Stardom" shows it's those backup voices making the connection.

Lovers of classic R&B and rock will never get tired of revisiting this movie and its bonanza of performance footage.

For once, the spotlight shines on these brilliant women who spent most of their careers on the outskirts of fame with minimal fortune to show for their efforts.

Jubilant, informative, and teeming with iconic music, 20 Feet from Stardom is a riveting sit, blasting a spotlight on singers worthy of the intense heat.

Analyst: Zynga 'cannot afford to miss out on' real-money gambling in ...

Online gambling is legal in the state of New Jersey, but only casino operators in Atlantic City can apply for the appropriate license. That means that online gaming organizations looking to get in on the action have to partner with one of the existing casino?s in the East Coast?s biggest gambling city.

New Jersey gave the Atlantic City casinos until June 30 to submit their online-gaming business plans, and so far 10 of the 12 casinos in the city have disclosed who they are partnering with. Missing from that list is social-gaming giant Zynga, which has made it clear that it wants to move into real-money gaming wherever it can ? and has already done so in the U.K.

GamesBeat reached out to Zynga, but it refused to comment on who it could be partnering with.

?Zynga?s capability to partner?with one of the land-based casino operators in Atlantic City should be monitored closely, as it could be the single most important near-term event for the company as it relates to its real-money online gaming strategy,? Eilers Research analyst Adam Krejcik wrote in a note to investors this morning.

Atlantic City vendors have until July 29 to apply for the online-gaming license. If Zynga is going to make an announcement, Krejcik expects it to come in the next few weeks.

In the U.K., Zynga has a partnership with online-gambling conglomerate Bwin.party. Casino operator Boyd revealed that it already partnered with Bwin.party to run its online-gaming business in New Jersey.

?[Zynga could]?tack-on to the Boyd & bwin.party pact, which is the most likely given its pre-existing relationship with bwin.party,? said Krejcik.

The analyst also laid out three other possibilities for Zynga. It could partner with?Atlantic Club or Revel, since those are the two operators that have yet to reveal their online partners. It could license its properties to a variety of the other online-gaming sites that already have casino partners.

Or Zynga could do nothing.

?New Jersey will likely be the largest real-money-gaming market opportunity in the U.S. over the next two to three years and one that Zynga cannot afford to?miss out on, in our opinion,? said Krejcik. ?Gov. [Chris] Christie has said he expects real-money gaming to go live by November this year and anticipates $160 million?in tax revenues during the first year, implying revenues in excess of $1 billion. We are currently forecasting a market size of $400 million to?$500 million, which we believe is far more realistic.?

But even if Zynga does find a partner, it will face a lot of competition. Eilers Research expects that the immediate financial impact would only add about $14 million to $28 million in revenue annually to Zynga?s books.

?In our opinion,?[a New Jersey real-money-gambling announcement] would be well received by the investment community and extend the ?Don Mattrick rally,?? Eilers Research said. ?If Zynga is?unable to secure an online partnership, it will effectively be closed out of the?New Jersey market and we would question just how serious Zynga?s real-money online-gaming ambitions are going forward.?

Earlier this month, Zynga revealed that long-time chief executive Mark Pincus would step aside to let former Microsoft Xbox chief Don Mattrick take the top spot. Pincus remains on as chief product officer. That news caused Zynga?s stock to rally ? hence the ?Don Mattrick rally.?

Zynga is currently trading at $3.40, which is up from a one-month low of $2.52 on June 24.

However, veterinarians say such surgery isn?t a true sex reassignment because it?s not performed for the purpose of changing the cat?s sex.

The technical term for the procedure is ?perineal urethrostomy,? and it?s performed on male cats that suffer from frequent urinary problems.

For example, last year an 8-year-old Australian cat named Domino had the operation because he had a blocked bladder caused by salt crystals in his blood.

According to the American Animal Hospital Association, the surgery ?will permanently cure urethral obstruction in 90 percent of male cats."

As Domino?s veterinarian Dr. Bob Cavey explains, the procedure involves removing a cat?s ?male parts? and shortening the urethra?s opening to create a new opening similar to a female?s.

Although former veterinarian Ann Staub told NPR that such surgery is unlikely to cause a change in a cat?s personality, Domino?s owner says that since the operation, the cat has been more energetic, affectionate and playful.

With elective pet surgery gaining popularity, is it possible that cat owners might choose to change their pet?s sex for nonmedical reasons?

"I can't imagine a veterinarian actually doing a 'sex change' surgery to an animal for cosmetic purposes, but I'm sure there's someone out there who's willing to make a buck," Staub said.

Bringing Minority Girl Voices To Silicon Valley

Kimberly Bryant grew up in a single-parent family in the inner city of Memphis, Tennessee. Her career choice ? electrical engineering ? was an unconventional one in her community, but she found a role model in her older brother, a video game enthusiast whom she followed into an engineering major in college. After graduating from Vanderbilt University, Bryant spent more than a decade in the biotechnology industry before founding ?Black Girls CODE,? a nonprofit that introduces programming and technology to girls ages 7 to 14. The program is one of several new efforts to close the gender gap in computer science.?In less than two years, ?Black Girls CODE? has reached 2,000 students through chapters in half a dozen cities, including New York, Memphis, Detroit, San Francisco, Atlanta and Johannesburg, South Africa. This summer, the group hopes to reach an additional 2,000 girls through a series of one-day workshops across the country known as the Summer of CODE 2013. I spoke with Bryant recently from her office in San Francisco.

What inspired you to create ?Black Girls CODE??

I had the idea after moving to the Bay area about 5 years ago. I wanted to start my own company focused on mobile health technology, and I started to do a lot of networking. I found that there were not many females in the startup culture and also not many people of color.
Meanwhile, my daughter was entering middle school, and she was very interested in technology. She was a computer geek, and I was trying to find some programs for her that would teach her how to build things like computer Web sites, and I had been looking for something since she was 8 or 9. I couldn?t find [ a suitable one]. Sometimes, she was one of only 3 girls in a class of 40 boys, and it just didn?t seem like she was as encouraged as some of the boys. I thought if she was in a more nurturing environment, in a community of girls, she would be more encouraged to excel and grow.

Tell me about the classes ?Black Girls CODE? offers.
We have programs in three different models. There?s a one-week summer camp program that?s currently available only in the Bay area; one-day workshops, where girls come in from 10 to 4 and work on one topic, such as building a Web page using HTML or the Mozilla Webmaker Open Source Tool Kit. And 6 to 7 weeks classes that meet on consecutive Saturdays. The subjects in all these classes rage from web design to app game design, to robotics, and we?re also moving into some of the more traditional computing fields, using languages such as Java, Python and Ruby.

What kinds of Web pages have your students designed?
They do a lot of music Web pages. Everywhere from Oakland to South Africa, girls are extremely interested in music, the group ?One Direction seems to be extremely popular with them They also do a lot of web pages on social issues such as, recycling, bullying, and such. They?ve also done some that may be expected: such as fashion, and things that tap into other things they are really interested in.

What do you think holds some girls back from pursuing computer science?
I think one of the things is just the culture of the computer science and technology industry. The stereotypical image is of a white male computer geek or nerd who sits at a computer and does it alone in a lonely space, and that does not look appealing. And that?s not an accurate representation of the industry. A lot of what we do in the class is to bring in female role models that girls can relate to and who can tell them what they do in their careers. So girls can see it?s focused on things that change the world and improve the community and not something you do in isolation. We take a lot of field trips. We?ve been to Twitter, Google, they?ve been to Facebook, and we?re really engaging them in the tech startup environment. It?s helping to shift their perception of what it?s like to work in these areas.

Why is it important for girls, and especially minority girls, to be exposed to coding?
I think it?s vitally important, because we see that the predominance of STEM jobs is going to continue for the foreseeable future. It?s imperative that we give girls the skills and the ability to participate in that area so they can become decision makers at technology companies. Women and girls also tend to be heavy consumers of technology, and we need to have their voices in the design process. It?s important to bring diversity to the table from a design and a business perspective, not just for the girls but also as an economic decision that will add to businesses? bottom lines in the future.

What tips do you have for parents who want to expose their kids to coding?
I would say to really push to introduce kids to tools that allow them to be creative and not just use the technology as consumers. Introduce them to learning tools such as Mozilla right on the computer [at webmaker.org].

MIT has SCRATCH, which allows kids to design games and animations.

Khan Academy has great explanatory videos. There are so many. Young people are capable, they are digital natives. If we introduce them to the tools, they?ll do the rest.

What is the right age at which to start experimenting with these tools?
You can start as early as age 7 or 8, or even earlier.

Is there anything else you?d like to add?

Conn. governor signs landmark energy bills

HARTFORD, Conn. (AP) -- Gov. Dannel P. Malloy has signed into law two energy measures that increase natural gas use in homes and businesses and revamp Connecticut's renewable energy policy to boost hydropower from Canada.

One measure the governor signed on Monday expands the state's natural gas distribution system. Connecticut's three regulated natural gas companies have already filed a joint proposal outlining how they would connect 280,000 customers over 10 years.

A Houston energy company also is proposing an expanded natural gas line from suburban New York City to Boston that anticipates hundreds of thousands of new gas users in Connecticut.

The other measure passed the legislature last month over strong objections of environmentalists who demanded that the state use the clout of its renewable energy portfolio to help promote locally generated solar and wind power.

Groups to discuss jobs, climate change

Two weeks after President Barack Obama unveiled a series of initiatives intended to combat climate change, labor leaders and local officials will discuss how to help promote a clean-energy economy.

BlueGreen Alliance, a partnership of unions and environmental organizations, and the United Steelworkers will hold a roundtable meeting on climate change and job creation at 2 p.m. Tuesday in the United Steelworkers headquarters. Allegheny County Executive Rich Fitzgerald, United Steelworkers president Leo Gerard and BlueGreen Alliance executive director David Foster, among others, will attend.

Khari Mosley, Pennsylvania regional programs manager for the BlueGreen Alliance, said the purpose of the meeting is to support the Obama administration's efforts through a discussion of how to create "the jobs of tomorrow" in the region.

Tackling climate change will lead to the creation of good jobs, he said, whether through growing the renewable energy sector, investing in a sustainable infrastructure able to withstand extreme weather, or developing more efficient utility systems.

One of the most important aspects of the conversation on climate change is ensuring that those impacted by the evolving economy are provided support through job training and worker transition programs, he said.

"We have a great opportunity to create jobs to tackle these challenges that we're facing and do so in a way that's sustainable," Mr. Mosley said.

While not involved in the roundtable meeting, John Hanger, who was secretary of the state Department of Environmental Protection under then-Gov. Ed Rendell and is a candidate for governor, said hundreds of thousands of jobs already exist in clean energy, such as those of workers who are building wind turbines in the state and are represented by the United Steelworkers.

Mr. Hanger said it is in the best interest of companies and labor organizations to be a part of efforts to address climate change, noting in particular the huge opportunity to create jobs and cut carbon in the natural gas industry.

"A good business and a good union understand where the world's economy is going," he said.

"You can cling to old industries that are struggling to maintain market share or you can move aggressively into new industries that are growing," he added.

But critics of Mr. Obama's plan to address climate change, which calls for a reduction in carbon pollution from power plants, contend that it will result in lost jobs, particularly in the coal industry.

U.S. Sen. Pat Toomey, R-Pa., said after the June 25 announcement that Mr. Obama's remarks "were a rehash of the same old bad ideas we have heard for 41/2 years."

"From making coal-fired electricity prohibitively expensive, to forcing taxpayers to subsidize inefficient energy, to burning more corn in gas tanks, the president continues to advocate policies that raise prices for consumers and destroy jobs throughout the economy," Mr. Toomey said.

United Steelworkers is one of 14 member organizations of the BlueGreen Alliance.

Immigration, student loans top congressional plans

WASHINGTON (AP) ? Congress returned Monday to potentially incendiary fights over nominations, unresolved disputes over student loans and the farm bill, and the uncertainty of whether lawmakers have the political will to rewrite the nation's immigration laws.

The cooperation evident in the Senate last month with passage of a bipartisan immigration bill could be wiped out immediately if Majority Leader Harry Reid, D-Nev., frustrated with GOP delaying tactics on judges and nominations, tries to change the Senate rules by scrapping the current three-fifths majority for a simple majority.

Republican leader Mitch McConnell of Kentucky has indicated it's a decision Reid could regret if the GOP seizes Senate control in next year's elections.

"Once the Senate definitively breaks the rules to change the rules, the pressure to respond in kind will be irresistible to future majorities," McConnell said last month, looking ahead to 2014 when Democrats have to defend 21 seats to the GOP's 14.

McConnell envisioned a long list of reversals from the Democratic agenda, from repealing President Barack Obama's health care law to shipping radioactive nuclear waste to Yucca Mountain in Reid's home state of Nevada.

Recently elected Democrats have clamored for changes in Senate rules as Obama has faced Republican resistance to his nominations.

Two Cabinet-rank choices ? Tom Perez as labor secretary and Gina McCarthy to head the Environmental Protection Agency ? could be approved by the Senate this month after a loud debate over administration policies.

The GOP also has challenged Obama's three judicial nominees to the powerful U.S. Court of Appeals for the District of Columbia Circuit as they've tried to eliminate the vacancies. The Senate scheduled a vote late Monday on a less contentious nomination ? Gregory Phillips to serve as U.S. circuit judge for the 10th Circuit.

Reid had served notice in April that the Democratic majority could change the Senate rules on "any given day," and he was willing to do so if necessary.

In the Republican-controlled House, courteous behavior, even within the GOP ranks, has barely been perceptible with the ignominious failure of the farm bill. Some collaboration will be necessary if the House is to move ahead on immigration legislation this month.

Conservatives from safe, gerrymandered House districts have rebuffed appeals from some national Republicans who argue that embracing immigration overhaul will boost the party's political standing with an increasingly diverse electorate, especially in the 2016 presidential election. The conservatives strongly oppose any legislation offering legalization to immigrants living here illegally.

Reflecting the will of the rank and file, House Speaker John Boehner of Ohio and other Republicans have said the comprehensive Senate immigration bill that couples the promise of citizenship for those living here unlawfully with increased border security is a nonstarter in the House.

Republicans were assessing the views of their constituents during the weeklong July Fourth break and planned to discuss their next steps at a private meeting Wednesday.

Rep. Michael McCaul, R-Texas, chairman of the House Homeland Security Committee said Republicans would be hashing out "two key hot spots" in the meeting: the pathway to citizenship and health care.

"We need to be the party of solutions and not always obstructing. And, so, I think there's an effort here that we have a broken immigration system. We need to fix this immigration system," McCaul said Sunday on CBS' "Face the Nation," predicting that the full House could take up immigration as early as this month and representatives from both chambers could be working to resolve differences in the House and Senate versions late this year or early next.

The House Judiciary Committee has adopted a piecemeal approach, approving a series of bills, none with a path to citizenship that Obama and Democrats are seeking. Democrats hope the single-issue bills get them to a conference with the Senate, where the prospects for a far-reaching overhaul improve.

"I think what you're finding is that there will be a compromise, a smart compromise," Rep. Xavier Becerra, D-Calif., said Sunday, also on CBS. "You have to be smart. You have to be tough. But you have to be fair. And if you can do that, you'll have a full fix."

A more pressing concern for some lawmakers was the fate of the five-year, half-trillion-dollar farm bill.

In a surprise last month, the House rejected the bill as 62 Republicans voted no after Boehner had urged support for the measure.

House conservatives wanted cuts deeper than $2 billion annually, or about 3 percent, in the almost $80 billion-a-year food stamp program while Democrats were furious with a last-minute amendment that would have added additional work requirements to food stamps, now called the Supplemental Nutrition Assistance Program, or SNAP.

Reid has made it clear that an extension of the current farm law, passed in 2008, is unlikely as he presses the House to pass the Senate version of the bill. That leaves Boehner to figure out the next step before the current policy expires Sept. 30.

Some conservatives are pushing Boehner to split the bill in half and bring up separate bills ? one dealing with farm programs and one that would set policy for food stamps.

Congress also must figure out what to do about interest rates on college student loans, which doubled from 3.4 percent last Monday because of partisan wrangling in the Senate.

Lawmakers promised to restore lower rates when they return this week, both retroactively and before students start signing loan documents later this summer. For now, the rate stands at 6.8 percent, which is higher than most loans available from private lenders.

Congress faces political and economic fights over the budget, with the fiscal year ending Sept. 30 and Congress plodding through spending bills with no sign they will be done on time. The House is set to vote this week on the spending bill for the Energy Department.

In a memo last week, House Majority Leader Eric Cantor, R-Va., said the House would consider three energy bills and five spending bills this month.

In addition to legislation to keep the government running, Congress probably will have to vote on whether to raise the nation's borrowing authority, a politically fraught vote that roiled the markets in August 2009.

The Senate Judiciary Committee holds a confirmation hearing Tuesday on Obama's choice of James Comey to serve as FBI director. If confirmed by the Senate, Comey, a top Bush administration lawyer best known for defiantly refusing to go along with White House demands on warrantless wiretapping nearly a decade ago, would replace Robert Mueller.

The administration's recently disclosed surveillance programs are likely topics for Comey's hearing.

Traders Await Offset Demand

As China rolls out seven domestic pilot emissions trading schemes this year ? with the city of Shenzhen?s debuting last month ? market actors are wondering how carbon offsets will fit into the picture. Here, we provide a breakdown of the types of offsets eligible for trading, existing supply and potential demand, as well as what?s on the horizon.

| Designated as China?s first special economic zone back in 1980, the fast-growing city of Shenzhen has come to epitomize the country?s move toward market-oriented economic policies. On June 18, Shenzhen set yet another precedent when it launched the first of seven pilot programs to help pave the way for a national cap-and-trade program.

Under the pilot program, 635 companies in Shenzhen, responsible for about 38% of the city?s emissions, face obligations to reduce their carbon intensity by 6.68% on average per year by 2015.

The first day of trading on the Shenzhen Emissions Rights Exchange saw eight transactions of emissions allowances completed for a total of 21,112 tCO2e. Allowance prices ranged from 28 to 32 yuan per tonne, close to the expected price of 30 yuan per tonne (US$4.89).

While only allowances have been traded so far, emitters have the option of trading carbon offsets in the form of Chinese Certified Emission Reductions (CCERs), which are issued by the National Development and Reform Commission (NDRC). The NDRC allows existing projects registered with the UN?s Clean Development Mechanism (CDM) to register as CCER projects ? a source of potential relief for CDM suppliers reeling from the protracted collapse in prices for CDM project offsets (CERs) and the recent ban on CERs from non-least developed countries for use in the European Union Emissions Trading Scheme (EU ETS).

Beyond the historically strong relationship between suppliers of Chinese renewable energy offsets and European buyers, there is potential for CERs from China-based projects to fetch higher prices from domestic buyers should the pilots manage their prices well. With more than 70% of the world?s CERs issued in China as of the end of 2012, a big question on the minds of Chinese CER suppliers is how much domestic demand they can actually expect to absorb existing and new offset supply.

Ramping up

Initial reactions to China?s new pilot activities have generally been positive among stakeholders, but elements of the system remain hazy. Liable emitters are expected to not only monitor, report, and verify their emissions, but also to participate in auctions. For the bulk of Chinese companies, trading offsets ? or allowances for that matter ? is an unfamiliar arena.

?Even the few Chinese companies that are in a joint venture with a European or international company that has experience in the EU ETS or California?s market are just now getting organized,? notes Jeff Swartz, Director of International Policy at the International Emissions Trading Association (IETA), which oversees a working group in China to build capacity for the new pilots. ?Policymakers haven?t actually traded allowances or purchased offsets, so there?s an imperative need to share information and work with companies in existing systems that have.?

What?s eligible?

In March, the NDRC released its first batch of 52 CCER methodologies eligible for domestic emissions trading, all of which are adapted from existing CDM methodologies.

The list stays true to China?s traditional focus on renewable energy, energy efficiency and fuel switch, and methane. It also controversially includes methodologies for HFC-23 and N2O industrial gas offsets, which the EU ETS banned post-2012 in response to critique regarding their environmental integrity.

Some say it is important for industrial gas suppliers to be able to access the domestic market ? now their only major prospective source of demand ? for recourse, however, a recent analysis by Climate Bridge ? a major China-based project developer and retailer ? expresses concern that the inclusion of industrial gas projects could crowd out China?s domestic offset market and potentially subject pilot schemes to low carbon prices as experienced in the EU ETS.

Offsets from non- or pre-CDM projects are eligible for voluntary emissions trading if they apply methodologies that have been approved by the NDRC, according to interim government regulations. While not explicitly stated, this could potentially provide a bridge for projects developed to the Verified Carbon Standard (VCS) and Gold Standard, which certify many of their projects according to CDM methodologies.

NDRC-approved methodologies do not yet cover forestry and land use, which the NDRC said it is still vetting alongside other CDM methodologies. Domestic initiatives like the Panda Standard, China?s first voluntary carbon standard developed by the China Beijing Environment Exchange and BlueNext with the support of Winrock International, are in the process of seeking approval from the NDRC for afforestation/reforestation methodologies.

Gauging demand

Domestic demand for offsets will inevitably vary between Shenzhen and other emerging pilots. After factoring in the level of emission reduction targets and allowances provided through the system (totaling 100 MtCO2e between 2013-2015), the scope of supply and demand for offsets will depend on the existing supply of offsets eligible for use under each pilot, as well as limits set on the use of offsets against emitters? compliance obligations (tentatively 10% on average across China?s various planned pilots).

?Policymakers are very aware of the fact that if they open up a fire hydrant, they could have a situation in which supply exceeds demand,? says Swartz. ?However, I suspect they face a difficult situation in restricting offsets because some of the companies that they?re asking to participate in the ETS from the compliance point of view have also supplied CDM offsets in the past.?

Given China?s large existing offset supply in certain areas, many project developers have been slow to embark on new projects until sufficient demand can soak up existing inventories. Climate Bridge?s analysis predicts that Shenzhen will have limited potential for new offset project development, as ?the existing CER supply in this region already makes up more than 8% of the capped emissions.? The company expects other pilot jurisdictions like Tianjin, on the other hand, to have strong demand for new CCERs given the dearth of existing CDM projects in the area.

Greater demand (and clarity) ahead?

Over the course of this year, other pilots are busy incubating in the cities of Beijing, Tianjin, Shanghai, Chongqing, and the provinces of Hubei and Guangdong ? each setting their own limits on offset location and project type. The plan is to eventually link the schemes together as a foundation for a national cap-and-trade program as early as 2016, following the release of China?s next Five-Year Plan.

Should China?s carbon market eventually link with other markets abroad, China would be a net exporter of offsets, at least for the foreseeable future. The probability of cross-border linkages is still pretty slim at this point according to Wenjie Zhuang, Senior Project Manager at Climate Bridge.

?China?s carbon market is in early stages ? there is no national-level program yet,? she says. ?And while the design of China?s pilot schemes has drawn lessons from trading systems all over the world, they also show many innovations in design.?

Chinese delegation tours Fall River?s human services agencies

A group of about 60 delegates from the China Disabled Persons Federation has been visiting agencies in the region in an effort to learn how people with disabilities are served by local human services firms.

On Tuesday, about 25 of those delegates toured Community Connections? new site at Commonwealth Landing.

?They?re basically here to learn,? said Sharon Burman, vice president of Strategic Development at Community Connections. ?They wanted to come here because of the uniqueness of our clientele.?

The site at Commonwealth Landing opened in March. It is used mainly as a day habilitation program for clients with the highest levels of developmental and physical disabilities. All of the clients are able to engage in activities like cooking, crafting, bingo, and volunteer work. They also visit places in the community like the zoo, YMCA, and many others.

The group learned how the clients develop goals and gain self esteem by learning, being in the community, and engaging in social activities through Community Connections. ?

The tour of the area was coordinated by University of Massachusetts Dartmouth professor Jiu Wu.

The Chinese delegates, with the help of UMass interpreter Sandy Viveiros, learned about the programs and the people served at Community Connections.

The group met Ray, a man with spina bifida, who is wheelchair bound. Ray is a homeowner and lives independently with help from personal care assistants.

They met Dee, a 52-year-old woman with spastic cerebral palsy who cannot speak. Dee grew up in state institutions and was not released until she was 46. Today, she uses a computerized device operated by head movements to allow her to communicate with those around her. Dee runs a greeting card business from home and lives semi-independently. She has educated elementary school children about what it means to be disabled.

The group learned about Community Connections? history. The non-profit organization was founded in 1985 by Donna Sabecky who was temporarily in a wheelchair following a car accident. Sabecky witnessed discrimination against people with disabilities and learned how many people were unable to live independent lives. She designed programs to help people live more independently and worked to change laws that would benefit those with disabilities.

Today, Sabecky is the president and CEO of Community Connections, which has eight locations in southeastern Massachusetts. It employs 275 people and has 675 clients.

?We?re very happy to host you today,? Burman told the group. ?We appreciate your enthusiasm.?

The China Disabled Persons Federation was established in 1988 as a way to build a network of services for the 83 million persons with various categories of disabilities in China. The organization is headquartered in Beijing and has a staff of 80,000.

The group has toured Community Connections, People, Incorporarted and the Department of Developmental Services.

Saddam Hussein's half-brother dies of cancer

BAGHDAD (AP) ? A senior Iraqi official says Saddam Hussein's half-brother and former director of his feared general security services has died of cancer.

Deputy Justice Minister Busho Ibrahim says Monday that Sabawi Ibrahim al-Hassan died in a Baghdad hospital and his body will be handed over to his family.

Al-Hassan, who had received several death sentences, was in prison until authorities transferred him to the hospital early Monday as his health deteriorated. He had lived in exile for a period but was deported to Iraq by the Syrian government in 2005.

Hussein was executed by hanging in Dec. 2006 for his role in the 1982 killings of 148 Shiites following a failed assassination attempt in the early 1980s.

Officials probe brake failure in Canada train explosion

Meanwhile there was anger among local residents after it was revealed that local firefighters had earlier been called out to put out a blaze on part of the train. It was unclear whether their actions could be linked to the derailment.

Some 40 people remained missing on Monday and the local morgue had reserved 28 spaces for potential victims, as emergency workers were forced to stay away from much of the blast site due to intense heat and the possibility of further explosions.

Five bodies have been found after the driverless train, which was holding crude oil, derailed and blew up in the small town outside Quebec in Canada.

Yet several members of the 6,000-resident lakeside town have told reporters they are convinced that many more people were killed, amid fears that bodies may have been vapourised by the flames.

Police have been unable to examine much of the area destroyed by a gigantic fireball, including a music bar popular among young people. They were expected to be able to enter the site after the last fires were extinguished on Monday.

Genevieve Guilbault, a spokesman for the local coroner?s office, told The Toronto Star that 28 of the 150 spots in the morgue had been set aside due to fears the death toll would rise.

?I?ve learned some families have lost up to four people in this accident,? Claude Charron, whose pharmacy was destroyed in the blast, told CTV. ?There are some people that my friends know that haven?t been found yet,? added Zeph Kee. ?It?s devastating.? Jo-Annie Lapointe told The Toronto Star that she feared for her cousin, Andree-Anne Sevigny, and a colleague who was with her. ?They can?t find them,? she said.

A ?black box? data recorder from the train - comprising five locomotives and 72 oil cars - has been recovered by Canada?s Transportation Safety Board, which is investigating the disaster.

St. Paul Union Depot event will honor Red Caps, train-station porters of a bygone era

St. Paul's annual Rondo Days will kick off Friday, July 12, at the newly refurbished Union Depot with a salute to the Red Caps, the train-station porters from a bygone era of train travel.

The men who worked at the job carried luggage to and from the trains and their work was described as "a fundamental and essential part of the travel in and through Saint Paul Union Depot," according to Rondo Days organizers:

Red Caps worked long and hard for their living, sometimes receiving wages for other duties and always relying on tips. Success depended upon serving as many passengers as possible with kindness, a smile and a willingness to help ease the burden of travel. While some Red Caps worked only out of necessity, and disliked the menial implications attached to their work, most took immense pride in serving passengers, especially those having physical limitations or who were unfamiliar with trains or the city.

The 1 p.m. ceremony at the Depot will be the public dedication of the Depot's Red Cap room, a banquet room that can be rented for up to 150 guests.

On hand will be James Melvin Young, who worked as a Red Cap for 20 years, and Melvin Carter, Sr., who worked as a Red Cap for 14 years.

Carter's daughter, Ramsey County Commissioner Toni Carter, will lead the dedication ceremony. (Carter Sr.'s grandson, Melvin Carter III, is a former St. Paul City Council member.)

Organizers for Rondo Days, the annual festival that remembers the St. Paul avenue that was razed to make way for I-94 as it bisects the city, also have invited former Red Caps, their families and friends to a private reception in the banquet room later on Friday.

There's a plan to install a plaque in the room with the names of former St. Paul Red Caps.

Bird Flu South Africa: OIE Reports Three New LPAI Outbreaks in Western Cape Province

The South African veterinary authorities have reported three new outbreaks of low pathogenic avian influenza (LPAI) at three commercial ostrich farms in Western Cape Province.

The World Organisation for Animal Health (OIE) received an immediate notification stating that the outbreak was initially observed on 28 February 2013 and was confirmed on 29 June, after a real-time PCR was conducted at Agricultural Research Council - Onderstepoort Veterinary Institute (ARC ? OVI), the country's national laboratory.

The causal agent has been found to be the LPAI virus and the serotype was identified as H7N7.
A total of 9647 ostriches showed signs of susceptibility, out of which 3012 cases were reported. No deaths were recorded and no birds were destroyed.

CAIRO (AP) ? Egypt's new president moved to assert his authority Saturday by naming a chief rival of ousted leader Mohammed Morsi as interim prime minister and holding crisis talks with security officials on efforts to reclaim control of the streets.

The steps by the untested Adly Mansour, however, are likely to deepen the defiance by Islamist opponents who have turned parts of the Cairo into vigilante-guarded strongholds and have issued blood oaths to battle until Morsi is restored.

After a night of clashes that claimed at least 36 lives, both sides appeared to be preparing for the possibility of more violence as Egypt's political unraveling increasingly left little room for middle ground or dialogue.

In the eastern suburb of Nasr City ? near the main rallying point for Morsi's Muslim Brotherhood ? lines of fighters brandished homemade weapons and body armor at road blocks affixed with Morsi's picture.

Next door in the relatively upscale Heliopolis district, people chanted against Morsi and honked car horns in appreciation of roadblocks manned by Egypt's military ? whose snub of Morsi's authority earlier this week tipped the scales against Egypt's first elected leader.

Mansour's decision to bring pro-reform leader and Nobel laureate Mohamed ElBaradei into the key government role of prime minister is also certain to help cement the loyalties of the anti-Morsi forces.

The president planned to swear-in ElBaradei later Saturday, said Khaled Dawoud, an official with the main opposition National Salvation Front.

ElBaradei, a former director of the U.N.'s nuclear watchdog agency, led the protests against President Hosni Mubarak during the Arab Spring uprising that ended his autocratic rule in February 2011.

The revolution also opened the way for the political rise of the Muslim Brotherhood, which was long under pressure from Mubarak's Western-backed regime. Elections last year brought Morsi to the presidency, but ElBaradei remained a voice of dissent, once saying the Brotherhood lived "in a delusion" for thinking its members could manage the country on their own.

Egypt's new president ? chief justice of the country's constitutional court ? is little-known in international circles. But the choice of the 71-year-old ElBaradei gives the administration and prominent global figure to make its case to Washington and other Western allies trying to reassess policies after what Morsi's backers have described as a "coup." Morsi remains under detention in an undisclosed location.

Earlier, the president held talks with the army chief and interior minister in apparent attempts to work out strategies to contain another round of violence.

Morsi's supporters have vowed to take to the streets until the toppled Islamist leader is reinstated. His opponents, meanwhile, have called for more mass rallies to defend what they call the "gains of June 30."

"The people here and in all of Egypt's squares are ready for martyrdom to restore legitimacy," said Abdullah Shehatah, a senior leader of the Freedom and Justice Party, the Brotherhood's political arm. Speaking at the main sit-in site of Morsi supporters in Cairo, he said: "This coup and all its institutions are illegal."

There were no reports of major clashes in Egypt after dawn Saturday, following a night of street battles that added to an overall death toll of at least 75 in the past week.

Later, in the northern part of Sinai peninsula, gunmen shot dead a Christian priest while he shopped for food in an outdoor market on Saturday.

It was not immediately clear if the shooting was linked to the political crisis, but there has been a backlash against Christians since just before and after Morsi's ouster. Attacks have occurred on members of the minority by Islamists in at least three provinces south of Egypt. Christians account for about 10 percent of Egypt's 90 million people. Morsi's Brotherhood and hard-line allies claim the Christians played a big part in inciting against the ousted leader.

Near the main pro-Morsi gathering in Cairo, security forces boosted their presence in a sign of possible crackdowns ahead.

But it did not deter thousands of people braving a merciless summer sun in a sit-in outside the Rabaah al-Adawaiya mosque in the Nasr City district, traditionally a Muslim Brotherhood stronghold.

They hoisted posters of Morsi. Volunteers with tanks of ice water strapped on their backs sprayed participants to cool them off.

There were smaller crowds of Morsi supporters elsewhere in Cairo, including about 2,000 outside the headquarters of the Republican Guard, where Morsi was first confined by the military before he was taken to an undisclosed Defense Ministry facility. Soldiers in full combat gear watched from behind razor wire.

Late Friday, violence erupted in central Cairo as the rival camps clashed on a bridge over the Nile River. Gunfire crackled in the streets and flames leaped from a burning car. The chaotic scenes ended only after the army rushed in with armored vehicles to separate the feuding groups.

The clashes had intensified after the supreme leader of the Muslim Brotherhood, Mohammed Badie, defiantly proclaimed his followers would not give up street action until the toppled president's return to office.

"God make Morsi victorious and bring him back to the palace," Brotherhood chief Mohammed Badie proclaimed Friday before cheering supporters at a Cairo mosque in his first appearance since the overthrow. "We are his soldiers we defend him with our lives."

Hours later, his deputy, Khairat el-Shater, considered the most powerful figure in the organization, was arrested in a Cairo apartment along with his brother on allegations of inciting violence, Interior Ministry spokesman Hani Abdel-Latif told The Associated Press. Two senior leaders of the Brotherhood were released from detention on Friday pending the completion of an investigation into their alleged role in inciting violence.

Mohammed Sultan, deputy head of the national ambulance service, said at least 36 people were killed in Friday's clashes, the highest death toll in one day since the protests began last Sunday. Another 1,076 were injured.

In his first public appearance since he was sworn in, Mansour was photographed at the Muslim Friday prayers, which he performed at a mosque near his house in a suburb west of Cairo.

"I want everyone to pray for me. Your prayers are what I need from you," he told worshippers who approached him to shake his hand and wish him well, according to the independent daily el-Tahrir.

The paper said the president spoke to its reporter in a brief interview after the prayer. The president's office could not be immediately reached to confirm the comments.

"We all need national reconciliation and we will work to realize it," the newspaper quoted him as saying. "Egypt is for everyone."

On Saturday, a Cairo court adjourned to Aug. 17 the retrial of former President Hosni Mubarak over charges of corruption and involvement in the killing of protesters during the 2011 uprising that ousted him.

Mubarak and his two sons, Alaa and Gamal, who are on trial for corruption, appeared at the court session.

India China agree peace on border key to trust

Peace on the border is key to growth of bilateral cooperation, noted the defence ministers of India and China Saturday as they stressed on enhancing mutual trust and understanding between their militaries.

According to the joint statement, Indian Defence Minister A.K. Antony reviewed the working of agreements and protocols dealing with the maintenance of peace and tranquility with his Chinese counterpart Gen Chang Wanquan and urged they be further strengthened.

Antony is on an official visit to China from July 4-7. The Chinese defence minister is expected to visit India next year, said the statement.

Appreciating that border defence cooperation would make a significant contribution, the two leaders agreed on an early conclusion of negotiations for the Border Defence Cooperation agreement, said the statement.

The two defence ministers also discussed the ongoing and proposed bilateral exchanges and welcomed the holding of the counter-terrorism bilateral joint exercise between the two armies in China this year, said the statement.

They also agreed on additional exchanges and visits between India and China including of senior military commanders, border troop delegations and border personnel.
